This is in-depth guide covers how social value commitments (SVCs) are created and evaluated and explores it as a mechanism for business and industry to deliver change.

It draws on years of experience, most notably with Capgemini, with whom we've worked to explore SVCs to support digital inclusion and skills. It's been a journey and we're still learning. We are confident SVCs have real potential to support local digital inclusion on a national scale, in a very tough funding environment for community-based DI work. We want to share what we've learnt so far in the hope that open conversation and shared good practice can amplify the benefits for everyone involved.

PPN026 - updated guidelines

Since we published this guide in June, PPN026 has been announced - updating the guidance on procurement.  This means the rules are going to change. We're still waiting on the details, though initially, it looks very good for digital inclusion and skills.

The guide is still highly relevant and we'll update it when the practical changes are clearer. There's more about the PPN026 updates on LinkedIn in this post by Emma.

NB: our next piece of research looks at how the system is supporting local authorities to deliver DI. If you work for an LA and are using SVCs (or interested in finding out more), please complete this very short questionnaire on SVCs, DI LAs.

Who's it for?

This guide focuses on the opportunity and potential of the suppliers of social value commitments. It is however useful to a wider audience, including those:

  • with a general interest in digital inclusion and in social value
  • in strategy and policy, both in public and private sector
  • in businesses tendering for public sector contracts (supplier side)
  • in public sector procurement, wanting to understand the supplier perspective
